Senior Manager, Campus Safety and Facilities Management Section (PR0142/23-24)

The University is seeking a dynamic, focused professional in Health and Safety to join the Estates Office.

Reporting to the Associate Director of Estates (Campus Safety and Facilities Management), the appointee plays a key role in creating a healthy and safe environment to support on-campus teaching, learning and research activities as well as managing the risks in response to the dynamic environment.

Responsibilities:

Develop and execute health and safety plans to maintain a continuous smooth operation of the University;

Ensure compliance with all local health and safety legal requirements, code of practices and adoption of relevant guidelines and best practices whichever is reasonably practicable;

Lead a team of health and safety personnel and work closely with other sections of the Estates Office to plan, implement and manage improvement action plans related to campus safety, laboratory safety, hazardous substances management, construction safety, fire safety, environmental hygiene, food safety, and contingency planning and responses;

Liaise with end-user departments for providing consultation particularly on hazardous substances management, laboratory design and operations, and radiation safety;

Plan and conduct health and safety training programmes;

Oversee and manage on-campus Health Services Centre and off-campus Student Dental Scheme;

Response to any emergency incidents for minimising the impact to the operations of the University; and

Investigate accidents and incidents to find the cause and take preventive measures for further incidents.

Requirements:

A recognised degree in Science, Occupational Health and Safety, Occupational Hygiene or related disciplines with at least eight years of post-qualification relevant work experience;

Preference will be given to those with solid experience in laboratory operations and safety management in a university setting or large organisation;

Well-versed in statutory health and safety regulations and related requirements;

Being a Registered Safety Officer or Registered Safety Auditor and have solid experience in occupational health will be an advantage;

With strong leadership ability and a good team player;

Excellent interpersonal and communication skills;

Good command of both written and spoken English and Chinese;

A service-orientated mindset and positive manner to communicate with others; and

Proficiency in computing applications.

The initial appointment will be offered on a fixed-term contract of three years. Re-appointment thereafter will be subject to performance review, mutual agreement and availability of funding. Shortlisted candidates are required to sit for a written test.

Salary will be commensurate with qualifications and experience.
