The School is planning to launch a large scale school-based music education programme for primary school students with a new and innovative instrumental training curriculum. The project involves community outreach, applied research and influential impact case building.

The School is inviting applications for the following post to focus on impact measurement of this transformative project:

Professional Consultant (PR0149/23-24)

Reporting to the project's Executive Director, the Consultant is to lead the Impact Measurement team with major duties as set out below:

  • Lead and manage a research team for project outcomes assessment and impact measurement;
  • Provide leadership in the design of an evidence-based outcome measures framework, assessment methodologies, approaches to data tracking, collecting, reporting, analysing, and enhancing project impacts;
  • Strengthen and refine key outcome indicators in a timely manner;
  • Identify challenges and experience learned during project implementation to enhance beneficiary support and future project reviews;
  • Stay updated on relevant social and educational developments, including government policies and similar-scale projects, to assess their impact on the project and conduct timely reviews for participant satisfaction, improved student learning experiences, and maximum project impact; and
  • Perform any other delegated duties as required.
  • Requirements:

  • A recognised master's degree, preferably with a PhD and post-doctoral experiences in education research; familiarity with data analytics is a must;
  • Solid experiences in development of impact measurement model, including identification of appropriate tools to assess participants' music literacy and appreciation on enhancement of cognitive and social abilities as well as academic performance;
  • Familiarity with measurement tools, such as Social-Emotional and Character Development Scale (SECDS), Social Connectedness Scale, Hyperscanning with fNIRS (functional Near Infrared spectroscopy), Wechsler Preschool and Primary Scale of Intelligence is an advantageous;
  • Excellent interpersonal, communication, and supervision skills; ability to effectively communicate with diverse stakeholders from music, social, cultural sectors, and academia; and
  • Result-oriented approach to impact measurement for the entire project, while remaining open-minded to different stakeholder perspectives to enhance project review and improvement.
  • The initial appointment will be made on a fixed-term contract of three years. Re-appointment thereafter will be subject to mutual agreement and availability of funding.

    Salary will be commensurate with qualifications and experience.
