Department: Utilities Reports to: Utilities Compliance Coordinator

Summary: Responsible for the inspection to ensure industrial, commercial and public compliance with applicable local, state and federal regulations concerning the disposal of trucked liquid waste within the City of Odessa and Ector county. This includes the coordination of resources, personnel and schedules to ensure the most effective and efficient progress of Division and Department activities.

Essential duties and responsibilities may include, but are not limited to, the following :

  • Enforce the conditions of the Liquid Waste Transportation ordinance.
  • Assist in the permitting of transporters for disposal of liquid wastes and enforce the terms of the transporter's permit including conducting vehicle inspections where necessary.
  • Operate the manifesting system for the collection, transportation and disposal of hauled liquid waste. Receives trip booklets from the vehicle driver and takes appropriate action to confirm the information provided on the manifest.
  • Conduct inspections at the generator site to confirm the information provided on the generator's copy of the manifest.
  • Make necessary contact to ensure that the manifested waste has been received at the disposal sites.
  • Handle the public's questions concerning the disposal of liquid waste matter.
  • Investigate, collects evidence and samples and conducts other activities as necessary to determine the source of illegally disposed liquid hauled waste within the jurisdiction of the Liquid Waste Transportation ordinance and takes appropriate action.
  • Maintain records required to document the activities associated with the regulation of liquid waste transportation in the City of Odessa and Ector County.
  • Provide liaison between supervisory personnel and those businesses which are regulated by the Liquid Waste Transportation ordinance.
  • Testify in court as required.
  • Care for and maintain assigned vehicle, City issued equipment and instruments in a responsible manner.
  • Keep up-to-date on new regulations concerning the disposal of hauled liquid waste material.
  • Utilizes proper safety precautions in all work performed; reports problems and emergency situations; recognizes, avoids, and reports unsafe acts, conditions, accidents and injuries.
  • Supports the divisional operations with regular and timely attendance.
  • Must have and maintain a cell phone for City use to hold this position.
  • Supports the relationship between the City of Odessa and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.
  • Minimum Qualifications:

    Education, Training and Experience Guidelines: High school diploma required and six (6) months experience in extensive public contact. Experience in wastewater treatment and collection systems preferred.

    Knowledge of:

  • Pertinent provision of City/County Sewage Liquid Waste Transportation ordinance.
  • General construction and operation of vacuum trucks, septic tanks, grease traps and sand/grit traps.
  • Basic safety procedures and regulations.
  • Proper inspection and sampling procedures and the use of field instrumentation
  • Personal computer and software to enter data.
  • Ability to:

  • Communicate effectively with the public and co-workers.
  • Gain compliance with regulations and ordinances.
  • Prepare clear and concise reports.
  • Follow instructions and make appropriate conclusions based on information provided.
  • Be self-motivated
  • Drive a standard transmission vehicle.
  • License and certification requirements: A Texas State Driver's License is required.

    Physical demands and working environment: Work is performed indoors and outdoors. Requires constant physical efforts and the ability to bend, reach, stoop and lift objects up to 60 pounds and maneuver manhole covers. May be exposed to safety hazards and dangerous liquid waste therefore, safety precautions must be followed including the use of City approved safety equipment. Infrequent overtime work or night shifts may be required.
