Job Title COVID Vaccine Manager

Note: This is a full-time position with benefits that is 100% grant funded. The funding and this position will dissolve on June 30, 2024.

ETSU Health received grant funding to provide COVID-19 vaccines to socially vulnerable areas in northeast Tennessee. This will be achieved through a hub and spoke model with a mobile vaccination team. A hub clinic will secure the vaccine and distribute it to four spoke clinics while a mobile team provides services in the community. This position will be based at the hub clinic, the Johnson City Community Health Center.

Responsible to the Clinic Director for the oversight of COVID-19 vaccinations throughout the hub, spoke, and mobile teams; responsible for COVID-19 vaccine management; coordination and scheduling of a mobile team for vaccine outreach; communication, documentation, and continuing education with the Tennessee Department of Health; supports the clinic in patient-care and non-patient care ways; serves as a vaccine coordinator with the state and is responsible for temperature control, inventory, and TennIIS; and performing other duties as assigned.

Knowledge, Skills and Abilities

  • Ability to fulfill all the expectations of the RN Scope of Practice.
  • Knowledge of state institution procedures. Knowledge of TennIIS.
  • Ability to communicate professionally and effectively within a diverse clinical setting (patients, staff, residents, physicians, ETSU departments, community agencies, etc.).
  • Ability to analyze, revise, and develop nursing policies and procedures.
  • Ability to effectively coordinate clinical staff, including the ability to train employees, solve staffing shortage challenges, manage daily patient flow within the clinic, provide coaching and mentoring, handle conflict, and offer solutions, etc.
  • Ability to present training in a clear, concise manner; ability to evaluate training outcomes and make adjustments as necessary.
  • Ability to exercise good judgment in evaluating situations and making decisions, both in daily scenarios and in emergency situations.
  • Ability to handle confidential information appropriately, maintaining compliance with HIP AA regulations.
  • Knowledge of various state, federal, and agency regulations (ETSU, OSHA, CUA, Vaccines for Children, etc.) and ability to manage data, maintain compliance, and fulfill requirements as needed.
  • Ability to coordinate, analyze, and synthesize data.
  • Ability to utilize electronic health records and the Tennessee Immunization Information System for daily operations and the ability to train others.
  • Ability to use standard office equipment (fax, scanner, etc.). Ability to use various Office 365 programs such as Microsoft Word, Excel, and Teams.
  • Knowledge of various patient referral/educational resources and ability to refer patients and distribute information discreetly and professionally.
  • Knowledge of ICD and CPT coding.
  • Knowledge of medical terminology.

    While performing the duties of this job, the employee is occasionally required to bend, stoop, kneel, crouch, crawl, climb, reach, and balance. The employee must occasionally lift, carry, push, pull, and/or move more than 100 pounds. The employee must be able to perceive and respond to sounds and alarms; communicate effectively with others; and have sufficient vision regarding near, distance, color, peripheral, and depth perception as well as the ability to observe and monitor situations in full and dimmed light. the employee may stand, walk, and/or sit in various settings for up to 12 hours at a time in addition to preparation and closure of a clinical shift. Rapid mobility may also be required on occasion. Physical expectations of an assigned clinical facility may vary and be subject to change.

    Stress levels may be high due to frequently dealing with numerous students, patients, family members, and other healthcare providers. This position demands concentration and the ability to work in emotionally charged situations.

    Required Qualifications

  • New RN graduates may apply but must obtain an RN license within 60 days of hire.
  • Bachelor's degree or higher in Nursing.
  • TN or compact state Registered Nurse (RN) licensure.
  • Advanced nursing skills and techniques.
