The Role:

This position is a dynamic role that will include proactive contract & subcontract management support on GM Defense LLC programs from capture to execution and close out! The Contracts & Subcontracts Manager is responsible for leading the contracts for their assigned programs, reporting to the cognizant Contracts Manager responsible for that line of business. As a dual role, this position is also responsible for developing GMD's subcontracts organization and develop, implement, and direct policies, practices, and procedures which are in accordance with federal, commercial, state/local, and/or international Procurement regulations. This will include partnering with purchasing to develop our purchasing system compliance. You must be an excellent negotiator, capable of negotiating price, scope, Terms & Conditions and Prime Contract flow downs.

What You'll Do:

  • Review and approve complex basis of estimates for Prime Contract proposals and will advise procurement to ensure compliance with FAR/DFARS.

  • Develop/validate subcontract specifications, work statements, Subcontract Management Plans, Small Business Subcontracting Plans and Terms and Conditions for the procurement of specialized materials, equipment, supplies and services of a highly specialized nature which may require alterations and lead activities of subcontract administration teams on assigned programs required for the sourcing of complex (i.e., engineering development) programs for material, software, and services.

  • Prepare/review proposals and develop evaluation criteria

  • Negotiate subcontract provisions, select, or recommend subcontractors, write subcontract packages for review, prepare awards and administer resulting subcontracts and negotiate additions, deletions, or modifications to subcontracts and resolve invoice issues.

  • Assist in planning, developing, and executing corporate training and organizational development plan for various functional personnel.

  • Identify/assess Risks & Opportunities throughout the duration of the program.

  • Conduct effective meetings with personnel and facilitate meetings with subcontractors and GMD stakeholders.

  • Work closely with Global Purchasing and Supply Chain to develop subcontractor/purchasing strategies including packaging work and negotiating to support the price to win.

    What You'll Need:

  • Bachelor's Degree in related discipline
  • Minimum 10 years of directly related work experience (preferably in a government contracting environment).
  • Strong working experience generating, negotiating, and executing major subcontracts/purchases.
  • Experience negotiating complex subcontracts.
  • Knowledge of the FAR and DFARS regulations and the nature of flow down requirements.
  • Knowledge of ITAR (International Traffic in Arms Regulation) and EAR (Export Administration Regulation)
  • Understanding/knowledge of CPSR audits and requirements.
  • Comprehensive understanding of subcontractor solicitations and bid analysis/process.
  • Strong experience managing Subcontracts or Procurement team.
  • Experience leading major procurement efforts in a Department of Defense (DOD) contracting environment.

  • Cost Analysis experience (COPD, CID, Competitive)
  • Earned Value Management and Lifecycle Management experience
  • Professional Supply Chain Certification: C.P.M., C.P.S.M., P.M.P.
  • Graduate degree in a related field.

    PLEASE NOTE:

    Compensation:

    The expected base compensation for this role is: ($80,982 - $122,640).

    Actual base compensation within the identified range will vary based on factors relevant to the position.
