Primary Purpose of Organizational Unit: Business and Finance is responsible for supporting the university's teaching, research and public service mission by providing quality business and administrative services to the FSU community and ensuring transparency in planning and budgeting.

Primary Purpose of Position: The Associate Vice Chancellor for Administration (AVCA) report to the Vice Chancellor for Business and Finance (VCBF) and provides key support to business and finance division and to the institution. This role serves as backup support for the VCBF and Associate Vice Chancellor for Finance (AVCF).

The AVCA champions innovation and continuous improvement by measuring key performance indicators for programs, processes and technology capabilities in business and finance to identify areas of opportunity to improve services in all B&F departments. This position has the responsibility of introducing and driving innovative programs from concept through to implementation.

The AVCA also collaborates with other university leaders and their staff on initiatives and projects that cut across divisional boundaries. The AVCA provides day-to-day management and leadership for the administrative operations in business and finance – purchasing, grant and contracts, contract administration, business systems and analysis, and training and performance improvement.

Duties and Responsibilities:

  • The AVCA provides day-to-day management and leadership for the administrative operations in business and finance – purchasing, grant and contracts, contract administration, business systems and analysis, and training and performance improvement.
  • Develop and implement administrative support systems, policies, standards and procedures which meet the needs of the university. The AVCA is responsible for the overall efficiency and effectiveness of the Division of Business and Finance. The AVCA provides leadership for division-wide projects to ensure highly functioning services consistent with best practices. This includes collaborating with the other leaders in business and finance to maintain business and finance division administrative policies and procedures manual.
  • Under the direction of the VCBF, the AVCA will oversee the identification, prioritization, and implementation of performance improvement initiatives in all business and finance areas. This includes evaluation of processes – gathering data, analyzing it, and making determinations as to success and efficiency, and identify inefficiencies in organizational operations and suggests solutions, and collaboratively work with the other leaders in business and finance division to implement proposed solutions. This will include providing training to both business and finance employees and train staff and faculty on business and finance systems and procedures.
  • This position provides leadership in the administration of contracts for Facilities & Auxiliary to ensures that all aspects of the financial agreements related to the contracts under their prevue are being conveyed in a manner that supports the directives of university management, minimizes risk to the University, and realizes the total value of the contract for the University. Act with delegated authority for contracts in the absence of the VCBF and represents the VCBF, as assigned.
  • Manage personnel functions, maintain a collegial working environment within the Finance department and adhere to applicable personnel policies. Recruit, recommend for hire, train, evaluate, lead, and motivate staff. Organize unit to meet workload and customer service goals within budgetary constraints. Establish performance standards; evaluate employees and assist managers with staff goals and training plans. Work with managers to improve and maintain staff morale.
  • The AVCA monitors the divisions performance via surveys and works collaboratively with the other AVCs in business and finance to address any service gaps in the services offered by business and finance to the campus community.

  • Performs other related duties as assigned.

  • Minimum Education And Experience Requirements:

    Education: Bachelor's degree in finance, accounting, business or public administration, human resources, or other closely related field.

    Experience: Five years of increasingly responsible management experience in area of expertise. Qualifying experience must include responsibility for at least two of the following line functions: finance, facilities management, and construction, information technology, purchasing, or contract administration.

    Supervisory experience required and experience in a public post-secondary educational institution is highly desirable.

    Knowledge, Skills And Abilities: Preferred Qualifications:

    1. Five or more years of executive leadership in business and administration services or related area within the UNC System. 2. A successful record in the development of innovative and creative solutions to management issues in a large, complex, academic institution. 3. Demonstrated experience in analyzing a wide variety of technical and policy issues. 4. Proven leadership in the effective implementation of sound business practices and administrative service delivery.
